Job Summary As a function of the Waupaca County Parks and Solid WasteDepartment, the Operations Specialist is responsible for all activities of contracted processors with respect to material handling, facility maintenance and clean up, and ground maintenance. Directs work methods and procedures of processors, contracted employee, volunteers, and community service workers. In the absence of the PTF Supervisor directs work methods and procedures of the Facility personal.
This position works under the direct supervision of the PTF Supervisor.
Essential Responsibilities Directs processors during material sorting and grounds and building maintenance.
Functions as Key Inspector on sorting line to ensure high quality.
Assists PTF Supervisor with evaluation of incoming loads for quality standards; directs unloading of glass and tin in outdoor revetments to ensure quality standards are met.
Coordinates material rejections with PTF Supervisor.
Shares responsibility with PTF Supervisor for operation of mobile equipment to facilitate efficient movement of materials through facility.
Oversees the Hazardous waste program, which includes being certified and maintaining the certification
Assists PTF Supervisor with Facility safety inspections and training sessions.
Responsible for duties of PTF Supervisor during his/her absence or as work load demands.
Responsible for duties of Materials Handler during his/her absence.
Responsible for duties of Scale Attendant during his/her absence.
Maintain good relations with the public regarding operation of the facility in order to insure program compliance. The public includes but is not limited to: recycling haulers and end-markets, businesses providing materials, and citizens involved in recycling and solids waste.
Carry out other solids waste/recycling functions as requested by the Solid Waste Director and Recycling Coordinator.Maintains records regarding source, type, and quality of materials processed.
Operates scale, compiles information regarding types and weights of material entering the facility.
Performs related work as needed.
PERIPHERAL RESPONSIBILITIES: Provides office coverage as needed.
Qualifications EDUCATION: High school diploma or equivalent.
EXPERIENCE: Experience in heavy equipment operations and maintenance.
Understanding of community and local government solids waste and recycling issues and regulations.
Valid driver's license.
Knowledge, Skills & Abilities Necessary Knowledge, Skills, and Abilities: Knowledge of the operation of a recycling and solid waste program.
Knowledge of solid waste, recycling, and resource conservation principles, practices, methods, and trends and the practical application of this knowledge with regard to facility operations and maintenance.
Skill in operation and maintaining the listed tools and equipment.
Ability to communicate effectively, orally, and in writing with employees, contractors, other governmental agency representatives, municipal officials, and the general public, ability to work independently.
Ability to supervise others.
Ability to keep accurate records and complete necessary reports.
Ability to understand and give written and oral instructions.
