Overview:

Technology Security Associates (TSA) is currently seeking a Junior Foreign Disclosure Representative to support the Foreign Disclosure Officer at a dynamic NAVAIR Program Office. This position will require on-site/in-person support at NAS Patuxent River in Patuxent River, MD.

Candidate will support the FDO with review, analysis, and document support as member of a Foreign Disclosure team, responsible for reviewing and documenting the release of information to international participants in a large number of FMS cases.

Roles/Responsibilities:

  • Policy and Procedure Support: Provide technical and analytical assistance to the Foreign Disclosure Office (FDO) by developing, maintaining, evaluating, and updating policies and procedures that govern the release of sensitive and technical information to international partners.
  • Disclosure Review and Analysis: Review and interpret disclosure policy documentation including National Disclosure Policy (NDP), Technology Transfer and Security Assistance Review Board (TTSARB) guidelines, Technical Assistance Agreements (TAA), and Export Licenses. Ensure all information released complies with applicable regulations and procedures.
  • International Licensing Support : Support the International Programs team in processing platform-related export licenses. Assist in identifying, analyzing, staffing, and providing recommendations for export licensing issues.
  • FMS Document Review: Conduct document reviews to support Foreign Military Sales (FMS) case development and execution. Provide detailed disclosure guidance and decision support to FMS case managers and related stakeholders.
  • Tracking and Reporting: Maintain a Foreign Disclosure document tracker. Track the status of all documents under review and deliver regular updates to the FDO, ensuring decisions are delivered in alignment with case milestones.
  • Task and Milestone Monitoring: Monitor the completion of disclosure tasks to ensure deadlines are met and information is distributed according to established timelines.
  • Systems Awareness: Remain up to date on relevant systems and platform configurations used by the FMS customer. Demonstrate technical awareness and capability familiarity to support effective disclosure decisions.

Qualifications Required:

  • Experience: Minimum of 6 months of direct experience in a Foreign Disclosure role.
  • Knowledge Base: Familiarity with National Disclosure Policy, TTSARB processes, export control documentation (TAAs, DSP-5s, etc.), and FMS processes.
  • Analytical Skills: Ability to interpret policy and technical documentation and apply disclosure/release rules accordingly.
  • Communication Skills: Strong verbal and written communication skills to convey disclosure decisions and interact with various stakeholders.
  • Detail-Oriented: Capable of maintaining document logs, reviewing technical data, and providing accurate status updates.
  • Interim secret clearance required to start

Qualification Desired:

  • Education: Completion of some college coursework
  • Training: Formal security or export control training (e.g., DISCS courses, DAU Export Control Training, ITAR/EAR fundamentals, etc.).
  • Tool Proficiency: Familiarity with document tracking systems, Microsoft Excel/SharePoint, and other workflow management tools used by FMS or Foreign Disclosure offices.
  • Team-Oriented: Demonstrated ability to work collaboratively with multidisciplinary teams in a fast-paced environment .
  • Secret clearance

TSA is committed to pay transparency for our applicants and employees. The salary range for this position is $70,000- $75,000. Actual compensation will be determined based on several factors permitted by law.
